Subdivision 1.Fee accompanies application for certificate. An application for a certificate of title must be accompanied by the required fees when mailed or delivered to the department. Subd. 2.Fee accompanies application for naming secured party. An application for the naming of a secured party or the party's assignee on a certificate of title must be accompanied by the required fees when mailed or delivered to the department. Subd. 3.Delivery of registration card and plates. A transferor of a vehicle, other than a dealer transferring a new vehicle, shall deliver to the transferee at the time of the delivery of possession of the vehicle the registration card and license plates for the vehicle.
