Subdivision 1.Application for certificate of title.

(a)Except as provided in section168A.03, every owner of a vehicle which is in this state and for which no currently effective certificate of title has been issued in this state must apply to the department for a certificate of title of the vehicle, pursuant to rules adopted by the department under section168A.24, subdivision 2, clause (3).
(b)A decommissioned military vehicle that (1) was also manufactured and sold as a comparable civilian vehicle, and (2) has the same size dimensions and vehicle weight as the comparable civilian vehicle, is eligible for a certificate of title under this chapter.
