Any person who shall knowingly submit any false or incomplete information or report required by sections168.841to168.846or rule promulgated pursuant to sections168.841to168.846or who shall in any manner violate any provision of sections168.841to168.846shall be guilty of a misdemeanor. In addition the registrar may exercise the powers provided by section168.17.
