Subdivision 1.Issuance and design. Notwithstanding section168.1293, the commissioner shall issue special plates remembering victims of impaired drivers to an applicant who:

(1)is a registered owner of a passenger automobile;
(2)pays a fee in the amount specified for special plates under section168.12, subdivision 5, for each set of license plates applied for; and
(3)complies with this chapter and rules governing registration of motor vehicles and licensing of drivers. Subd. 2.Design. The commissioner shall design the special plate emblem so that it bears an inscription "Remembering Victims of Impaired Drivers" and displays an image of a broken heart. Subd. 3.Plates transfer.
