Subdivision 1.Scope. For purposes of this chapter, the terms in this section have the meanings given them. Subd. 2.Claim. "Claim" includes a request or demand, whether under a contract or otherwise, for money or property and whether or not the state or a political subdivision has title to the money or property, that:

(1)is presented to an officer, employee, or agent of the state or a political subdivision; or
(2)is made to a contractor, grantee, or other recipient if the money or property is to be spent or used on behalf of the state or the political subdivision or to advance the state's or political subdivision's program or interest, and if the state or political subdivision provides or has provided a portion of the money or property that is requested or demanded, or if the state or t
