The commissioner of health, in consultation with the commissioners of education; corrections; public safety; and human services, and with the director of the Council on Disability and the councils and commission under sections3.922,3.9221, and15.0145, may develop an implementation plan for the establishment of a statewide program to assist families in developing the full potential of their children. The program must be designed to strengthen the family, to reduce the risk of abuse to children, and to promote the long-term development of children in their home environments. The program must also be designed to use volunteers to provide support to parents, and to link parents with existing public health, education, and social services as appropriate.
