Subdivision 1.Suspension; revocation; nonrenewal. The director may suspend, revoke, refuse to renew, or place conditions on the license of a licensee upon finding that the licensee has violated a provision of this chapter or rules adopted under this chapter or has ceased to provide the service for which the licensee is licensed. Subd. 2.Notice; contested case.

(a)Before taking action under subdivision 1, the director shall give notice to a licensee of the right to a contested case hearing under chapter 14. If a licensee requests a contested case hearing within 30 days after receiving notice, the director shall initiate a contested case hearing according to chapter 14.
(b)The administrative law judge shall issue a report and recommendation within 30 days after closing the contested case
