Subdivision 1.Authorization. The commissioner may issue an order to the voluntary, nonprofit reporting organization requiring violations to be corrected and administratively assess monetary penalties for violations of sections144.695to144.703or rules, written operating requirements, orders, stipulation agreements, settlements, or compliance agreements adopted, enforced, or issued by the commissioner. Subd. 2.Contents of order. An order assessing an administrative penalty under this section must include:

(1)a concise statement of the facts alleged to constitute a violation;
(2)a reference to the section of law, rule, written operating requirement, order, stipulation agreement, settlement, or compliance agreement that has been violated;
(3)a statement of the amount of the administrative
