Subdivision 1.Acute care costs. The commissioner of health may:

(1)undertake analyses and studies relating to acute care costs and to the financial status of any hospital or outpatient surgical center subject to the provisions of sections144.695to144.703; and
(2)publish and disseminate the information relating to acute care costs. Subd. 2.Fostering price competition. The commissioner of health shall:
(1)encourage hospitals, outpatient surgical centers, home care providers, and professionals regulated by the health-related licensing boards as defined in section214.01, subdivision 2, and by the commissioner of health under section214.13, to publish prices for procedures and services that are representative of the diagnoses and conditions for which citizens of this state seek treatment;
