Subdivision 1.Authority. Under the powers and duties assigned to the commissioner in sections144.05and144.12, the commissioner shall proceed according to sections144.4171to144.4186with respect to persons who pose a health threat to others or who engage in noncompliant behavior. Subd. 2.Preemption. Sections144.4171to144.4186preempt and supersede any local ordinance or rule concerning persons who pose a health threat to others or who engage in noncompliant behavior.
