(a)Except as provided in paragraphs (b) and (c), data on applicants for financial assistance collected and used by the office for student financial aid programs administered by that office are private data on individuals as defined in section13.02, subdivision 12.
(b)Data on applicants may be disclosed to the commissioner of children, youth, and families to the extent necessary to determine eligibility under section136A.121, subdivision 2, clause (5).
(c)The following data collected in the Minnesota supplemental loan program under sections136A.1701and136A.1704may be disclosed to a consumer credit reporting agency only if the borrower and the cosigner give informed consent, according to section13.05, subdivision 4, at the time of application for a loan:
