Subdivision 1.Program administration. The commissioner of the Office of Higher Education must, to the extent funds are available, administer a credential completion program for adult learners consistent with this section. Subd. 2.Definitions.

(a)For the purpose of this section, the terms defined in this subdivision have the meanings given them.
(b)"Cost of attendance" means tuition and required fees charged by the institution and the campus-based budget used for federal financial aid for food, housing, books, supplies, transportation, and miscellaneous expenses.
(c)"Eligible student" means an individual who:
(1)meets the eligibility requirements in section136A.121, subdivision 2, paragraphs (a), clauses (1), (2), (4), and (5); and (b);
(2)is 25 years old or older and under 62;
