The authority for the selection and employment of the director of a special education cooperative established pursuant to sections125A.03to125A.24and125A.65or section471.59is vested in the governing board of the cooperative. Notwithstanding the provisions of section122A.40, subdivision 10or 11, no individual shall have a right to employment as a director based on seniority or order of employment by the cooperative.
