If the amount appropriated for purposes of sections123B.40to123B.42, and123B.44to123B.48, for any year is not sufficient to make the payments required pursuant to sections123B.40to123B.42, and123B.44to123B.48, for that year, then no school district or intermediary service area is required to expend an amount pursuant to sections123B.40to123B.42, and123B.44to123B.48, for that year which exceeds the amount of the payments it receives pursuant to sections123B.40to123B.42, and123B.44to123B.48, for that year.
