Subdivision 1.General prohibition. Unless specifically permitted in the provision authorizing an aid or a levy, cooperative units of government defined in section123A.24, subdivision 2, are prohibited from making a property tax levy or qualifying for or receiving any form of state aid except as provided in subdivision 2.
