Subdivision 1.Program outcomes. The outcomes of the educational effectiveness program are to:

(1)increase meaningful parental involvement in site-based decision making;
(2)improve results-oriented educational processes;
(3)create flexible school-based organizational structures; and
(4)improve student achievement. Subd. 2.Program implementation. The commissioner of education shall develop and maintain a program of educational effectiveness and results-oriented education. The program shall be based on established principles of instructional design and the essential elements of effective instruction as determined by educational research.
