Subdivision 1.Enforcement authority. The agency may enforce sections116.76to116.81. Subd. 2. [Repealed,1Sp1993 c 1 art 9 s 75] Subd. 3.Access to information and property. Subject to section144.651, the commissioner of the Pollution Control Agency may on presentation of credentials, during regular business hours:
(1)examine and copy any books, records, memoranda, or data that is related to compliance with sections116.76to116.81; and
(2)enter public or private property regulated by sections116.76to116.81for the purpose of taking an action authorized by this section including obtaining information and conducting investigations.
