Subdivision 1.Agency rules. The agency, in consultation with the commissioner of health, may adopt rules to implement sections116.76to116.82. The agency, before adopting rules affecting animals or research animal waste, must consult the commissioner of agriculture and the Board of Animal Health. Subd.
