Subdivision 1.Scope. The definitions in this section apply to this section and sections115A.919to115A.929. Subd. 2.Closure. "Closure" means actions that will prevent, mitigate, or minimize the threat to public health and the environment posed by a closed solid waste disposal facility including application of final cover; grading and seeding of final cover; installation of an adequate monitoring system, if necessary; and construction of groundwater and surface water diversion structures. Subd. 2a.Equivalent. For mixed municipal solid waste, the measure of "equivalent" or "equivalent cubic yards of waste" is3.33cubic yards per ton of waste. Subd. 3.Operator. "Operator" means:

(1)the permittee of a mixed municipal solid waste disposal facility that has an agency permit; or
(2)the person
