The commissioner may approve a plan under section115A.46or make a grant for a recycling facility under section115A.54, subdivision 2a, only if the commissioner finds that the applicant demonstrates a commitment to recycle materials separated by generators to the extent the program is cost-effective in meeting recycling goals.
