(a)The commissioner must enforce sections 115A.144 to 115A.1463 as provided under this section and sections115.071and116.072. The commissioner may revoke a registration of a producer responsibility organization or service provider found to have violated sections 115A.144 to 115A.1463.
(b)Notwithstanding the penalty limits contained in section115.071, subdivision 3, and except as otherwise provided in paragraph (c), a person that violates or fails to perform a duty imposed by sections 115A.144 to 115A.1463 or any rule adopted thereunder is liable for a civil penalty not to exceed $25,000 per day of violation.
