Subdivision 1.Compliance. It is the duty of every person affected to comply with the provisions of sections115.01to115.09and115.41to115.53, comprising the State Water Pollution Control Act, as now in force or hereafter amended, and all rules, orders, and permits adopted or issued by the agency thereunder, and to do and perform all acts and things within that person's power required to effectuate, carry out, and accomplish the purposes of such provisions, rules, orders, and permits. Subd.
