Subdivision 1.Application. A property owner who desires to seal a well may apply to the Board of Water and Soil Resources for the board to provide funds and seal the well. Subd. 2.Criteria for sealing. The Board of Water and Soil Resources shall adopt criteria for accepting applications to seal wells for property owners applying under subdivision 1. Subd. 3.Collection and enforcement of costs. If the applications are accepted, the costs of sealing become a governmental services lien as provided in section103I.341. The Board of Water and Soil Resources must enter a written agreement to collect the costs of sealing the well in a manner provided under section103I.341, subdivision 3.
