COMMUNITY-BASED ORGANIZATIONS; JOB TRAINING SERVICES (EXCERPT) Act 173 of 1983 421.153 Selection of service providers; criteria; use of funds to duplicate available facilities or services; determination. Sec. 3.

(1)Selection of service providers under the job training partnership act shall be based upon the following criteria:
(a)Demonstrated historical performance.
(b)Likelihood of meeting performance goals.
(c)Cost effectiveness.
(d)Quality of training.
(e)Characteristics of participants.
(f)Whether the entity has adequate internal administrative controls, accounting procedures, personnel standards, evaluation procedures, availability of in-service training and technical assistance programs, and other policies that are or may be necessary to promote the effective use of funds that
