STATE COMPETITIVE SCHOLARSHIPS (EXCERPT) Act 208 of 1964 390.978 Basis for award. Sec.
8.State competitive scholarships must be awarded by the department on the basis of merit and financial need and without regard to race, sex, religion, color, or national origin.
