MOTOR VEHICLE ACCIDENT CLAIMS ACT (EXCERPT) Act 198 of 1965 257.1115 Death or injury by stolen vehicle; action against secretary of state. Sec.
15.When the death of or personal injury or property damage to any person or property is occasioned in this state by a motor vehicle at a time when the motor vehicle was without the owner's consent in the possession of some person other than the owner and the identity of the person in possession of the motor vehicle cannot be established, any person who would have a cause of action against the person in possession of the motor vehicle in respect of the death or injury or property damage may bring an action against the secretary.
