1.Fund established. There is established the Disaster Recovery Fund, referred to in this section as "the fund," to be administered by the agency.

The agency shall adopt rules governing the process for the expenditure of funds from the fund. Rules adopted pursuant to this subsection are major substantive rules as defined in Title 5, chapter 375, subchapter 2‑A.
