The commission shall ensure that benefits of distributed generation under net energy billing are reported and net energy billing costs are allocated in accordance with this section.
1.Definitions.
As used in this section, unless the context otherwise indicates, the following terms have the following meanings.

The commission annually shall determine the net energy billing costs and benefits of distributed generation under net energy billing for the previous year.
3.Reporting of costs and benefits.
The commission shall submit an annual report no later than March 31st to the joint standing committee of the Legislature having jurisdiction over utilities matters describing net energy billing costs and benefits of distributed generation under net energy
