The Maine Energy Resources Development Program, referred to in this section as "the program," is established to promote energy research and demonstration activities related to the use of indigenous, renewable resources and more efficient use of energy. Program expenditures.

If the Governor approves, the commissioner shall seek approval for those expenditures from the Legislature under the procedures authorizing the transfer of funds set forth in Title 5, section 1585.
