Text
1.Rules.
The chief administrative officers of state institutions may promulgate and enforce rules, subject to the approval of the commissioner, governing the use of public ways and parking areas maintained by the State at the state institutions.
2.Special police officers.
The chief administrative officers of state institutions may appoint and employ, subject to the Civil Service Law, special police officers for the purpose of enforcing rules promulgated under subsection 1.
3.Court procedure.
The District Court in the areas in which the institutions are located has jurisdiction in all proceedings brought under this section.
4.Prohibited acts; fine.
A person who violates any rule adopted under this section commits a civil violation for which a fine may be adjudged in an amount consistent
