1.Programs established.
Each sheriff's department may establish a program to deputize volunteer parking enforcement specialists to enforce disabled parking restrictions in private parking lots within the county, in areas that are not within the jurisdiction of a municipal police department, pursuant to enforcement agreements entered into between the sheriff's department and the owners of those lots under section 3009, subsection 1, paragraph D.

To qualify as a volunteer parking enforcement specialist, an applicant:
