In carrying out the purposes of this subchapter, the bureau has and shall exercise the following powers and authority:

1.Exercise police supervision.
2.Establish rules.
3.Lease and agreements with United States. With the consent of the Governor, to negotiate and execute any lease or other agreement for the administration, maintenance, supervision, use and development of state boat facilities within the meaning of this subchapter, acquired and owned by the Federal Government, upon such terms and conditions as are considered advantageous to the people of this State and consistent with this subchapter.
