(a)This subtitle applies only to:
(1)a code county in the Eastern Shore class;
(2)Anne Arundel County;
(3)Baltimore County;
(4)Calvert County;
(5)Cecil County;
(6)Charles County;
(7)Garrett County;
(8)Harford County;
(9)Howard County;
(10)Prince George’s County;
(11)St. Mary’s County;
(12)Washington County; and
(13)Wicomico County.
(b)This subtitle is self–executing and does not require a county to enact legislation or, if applicable, to amend its charter to exercise the powers granted under this subtitle.
(c)The powers granted under this subtitle:
(1)are supplemental to any power granted
