(a) The fourth congressional district consists of the following parts of Montgomery County:
(1) election district 5, precincts 2, 19, 21, and 23;
(2) that part of election district 5, precinct 4 that consists of census tract 7014.25, block 1001;
(3) that part of election district 5, precinct 12 that consists of the following:
(i) census tract 7014.17, blocks 1004, 2002, and 2004 through 2006;
(ii) census tract 7014.18, blocks 1000 through 1004 and 2000 through 2005; and
(iii) census tract 7014.24, blocks 1000 through 1004, 2000 through 2005, 2007 through 2009, and 3000 through 3016;
(4) that part of election district 5, precinct 17 that consists of census tract 7014.09, block 2012;
(5) that part of election district 5, precinct 18 that consists of the following:
(i) census tract 7014.08, blocks 1000 through 1009 and 1012 through 1017;
(ii) census tract 7014.26, blocks 2000 through 2008 and 2010 through 2013; and
(iii) census tract 7014.27, blocks 1000 through 1007;
(6) that part of election district 8, precinct 6 that consists of census tract 7013.16, block 2010; and
(7) that part of election district 13, precinct 67 that consists of census tract 7017.04, blocks 2014 and 2015.
(b) The district also includes the following parts of Prince George’s County:

(7) election district 20, precincts 1, 2, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 97, 98, and 99;
