Except as otherwise provided in this title, this subtitle applies in the following counties:

(4)Calvert County;

(8)Frederick County;
(9)Garrett County;
(10)Howard County;
(11)Prince George’s County;
(12)St. Mary’s County;
(13)Somerset County;
(14)Talbot County; and
(15)Washington County.
