Section 45. All devices used upon vehicles for determining the cost of transportation shall be tested as to the correctness of measures and values indicated by them, and the deputy director may make rules and regulations to insure accuracy in the use thereof. Any owner or operator of a taxicab or other vehicle who refuses or neglects to comply with any rule or regulation so made by the director shall be punished by a fine of one hundred dollars or shall be subject to a civil citation as provided in section 29A.
