Section 18.
(a)The commissioner may compel the attendance and testimony of witnesses and the production of books and records or any other evidence that relates to the subject matter of any examination, investigation or hearing held under authority of this chapter or of similar provisions of earlier law. The commissioner, the chief, or any hearing agent designated by the commissioner, or any employee designated by the commissioner as clerk, may administer oaths to any witness at any examination, investigation or hearing held under authority of the chapter or of similar provisions of earlier law. Any subpoena issued by the commissioner may require such attendance of witnesses and the production of evidence from any place within the commonwealth, at any designated place of hearing, and may
