Section 11.

(a)The commissioner, after making an examination and investigation authorized by this chapter and after hearing held after due notice, shall by his order fix the minimum prices paid by milk dealers to other milk dealers, and to producers and consumers for milk received, purchased, stored, manufactured, processed, sold, distributed or otherwise handled within the commonwealth and the terms and conditions under and times at which such prices are to be paid.
(b)Orders relative to such minimum prices shall apply to the locality in which the milk in question is produced or to the market in which such milk is sold, or to both, and may vary in different localities or markets according to the varying and differing conditions therein. Any such order may classify such milk by such forms
