Section 3. The commissioner shall expend for the purpose of assisting counties, cities and towns to construct bikeways for commuter or recreational use, and for the construction of unique regional bikeways and bicycle parking facilities, such funds as are appropriated or authorized by the general court for such purpose, and payment shall be made to the county or city or town upon application to the commissioner on the basis of criteria established by him.Funds made available for the construction of bikeways shall be expended as follows:

(a)Seventy-five per cent of the costs for bikeways, the balance of the costs to be borne by the city or town in which said bikeways are located.
(b)Fifty per cent for the cost of constructing a bicycle parking facility at or adjacent to a mass transit facil
