Section 38. Nothing contained in this chapter shall be deemed to impair the validity of any certificate of registration issued by the registrar prior to September first, nineteen hundred and seventy-two or within a period of two years next following said date, regardless of the validity or invalidity of any certificate of title issued in connection therewith.
