Section 31. Nothing contained in this chapter shall be deemed to impose any liability whatsoever upon the registrar of motor vehicles or upon the commonwealth for any damage which may result from, or be connected with, any act or omission in the issuance of any certificate of title, or in the failure to issue any such certificate.
