Section 38. Any person who, while operating or in charge of a vessel shall refuse, when requested by any officer empowered to enforce this chapter, to give his name and address or the name and address of the owner of such vessel or who shall give a false name or address, or who shall refuse or neglect to stop when signaled or requested to do so by any such officer, or who refuses, on demand of such officer, to produce his certificate of number, or to permit such officer to take the certificate in hand for the purpose of examination, or who refuses, on demand of such officer, to sign his name in the presence of such officer, and any person who on the demand of such officer without a reasonable excuse fails to deliver the certificate of number of any vessel operated or owned by him, or who r
