Section 7A. For the tuition in an approved vocational-technical program of any regional or county agricultural school district, city, town, independent school or collaborative of any pupil placed in such school by the department of children and families, the commonwealth or the city of Boston, as the case may be, shall pay to said school the tuition fee established by the commissioner under the direction of the state board.
