Section 89.

(a)As used in this section the following words shall, unless the context clearly requires otherwise, have the following meanings:—''Board'', the board of elementary and secondary education.''Charter school'', commonwealth charter schools and Horace Mann charter schools unless specifically stated otherwise.''Commissioner'', the commissioner of elementary and secondary education.''Department'', the department of elementary and secondary education.''District'', or ''school district'', the school department of a city, town, regional school district, or county agricultural school.''Superintendent'', the superintendent of the district.
(b)The purposes of establishing charter schools are:
(i)to stimulate the development of innovative programs within public education;
(ii)to provide
