Section 6A. Notwithstanding any general or special law to the contrary, the goals established by the office of performance management and innovation under subsection (b) of section 6 shall include, but not be limited to:

(1)for the division of highways, the reduction of commuting times by at least 10 per cent in each region for each rolling 5–year period, after adjusting for seasonal variations and for changes in the economic activity in the region;
(2)for the division of highways, the reduction of fatalities by at least 10 per cent for each rolling 5–year period;
(3)for the division of highways, the reduction of the accident rate by at least 10 per cent for each rolling 5–year period;
(4)for the division of highways, the reduction of the administrative disbursement rate per mile by at
