(a)Notwithstanding any general or special law to the contrary, the department shall set measurable educator diversity goals for the commonwealth and shall collect and publicly report statewide educator diversity data in an online report. The data shall include, but not be limited to:
(i)the hiring and retention of diverse educators;
(ii)racial and ethnic demographics of educators who complete Massachusetts state educator preparation programs;
(iii)teacher qualification data; and (iv) the racial and ethnic demographics of all persons applying for and completing educator certification in the commonwealth. Annually, not later than June 30, the department shall report on state educator diversity d
