Section 1B. BOARD OF ELEMENTARY AND SECONDARY EDUCATION; DUTIESThe board shall establish policies relative to the education of students in public early childhood, elementary, secondary and vocational-technical schools. The board shall be the state agency responsible for the administration of vocational education and the supervision of the administration thereof by local educational agencies.For the purposes of this section the term ''local educational agency'' shall mean any agency which has administrative control and direction of a vocational education program funded in whole or in part by federal funds.The board shall establish standards for certifying all teachers, principals, and administrators in public early childhood, elementary, secondary and vocational-technical schools, as provid
