Section 11. The director shall promulgate such rules and regulations as are necessary to effectuate the purposes of this chapter.The director shall have the same power and authority to investigate the legality, validity, completeness and accuracy of all reports and actions required to be filed and taken by candidates pursuant to this chapter as is provided by section 3 of chapter 55 pertaining to campaign contributions and expenditures.
