Section 65. In any city which accepts this section by vote of the city council, with the approval of the mayor, and in any town which accepts this section at a town meeting, advances of pay may be made to any officer or employee thereof in advance of his regular vacation to the extent of the pay to which he is about to be entitled during such vacation period under such regulations as the city or town treasurer may prescribe.
