Section 4B.

(a)In furtherance of the public purpose and mission of the corporation, and notwithstanding any general or special law or agreement to the contrary, each of the following uses of the physical and technical resources of the center shall be deemed to be the exercise of an essential governmental function within the meaning of 26 U.S.C. 115(1):
(1)the provision of computer aided design services to interested industrial firms and universities, including but without limitation the distribution and support of design tools, the provision of computational support services, and the design of integrated circuits;
